The vision is of the end of Gentile world-dominion. The former Roman empire (the iron kingdom of Daniel 2:33-35,40-44; 7:7 will have ten horns (i.e. kings, Revelation 17:12 corresponding to the ten toes of the image. As Daniel considers this vision of the ten kings, there rises up amongst them a "little horn" (king), who subdues three of the ten kings so completely that the separate identity of their kingdoms is destroyed. Seven kings of the ten are left, and the "little horn." He is the "king of fierce countenance" typified by that other "king of fierce countenance," Antiochus Epiphanes, Daniel 8:23-25 the "prince that shall come" of Daniel 9:26,27 the "king" of Daniel 11:36-45 the "abomination" of ; Daniel 12:11; Matthew 24:15 the "man of sin" of 2 Thessalonians 2:4-8 and the "Beast" of Revelation 13:4-10. This scene is identical with that of Revelation 5:6-10. There the ascription of praise of the "kings and priests" (cf. Daniel 7:18,18, ref. a) ends with the words, "and we shall reign on the earth." Rev. 6. opens the "vexing" of Psalms 2:5 introductory to setting the king on Zion ; Psalms 2:6; Revelation 20:4. The vision Daniel 7:9-14 reverses the order of events as they will be fulfilled. Verse 13 describes the scene in heaven (cf) Revelation 5:6-10 which, in fulfilment, precedes the events which Daniel sees in vision in Daniel 7:9-12. The historic order will be:

(1) In the beast vision of Daniel 7. the fourth beast is declared to be "the fourth kingdom," i.e. the Roman empire, the "iron" kingdom of Dan. 2. The "ten horns" upon the fourth beast (Roman empire), Daniel 7:7 are declared to be "ten kings that shall arise" (Daniel 7:24) answering to the ten toes of the image vision of Dan. 2. The ten kingdoms, covering the regions formerly ruled by Rome, will constitute, therefore, the form in which the fourth or Roman empire will exist when the whole fabric of Gentile world-domination is smitten by the "stone cut out without hands" == Christ ; Daniel 2:44,45; 7:9.
(2) But Daniel sees a "little horn" rise up and subdue three of the ten kings Daniel 7:24-26. His distinguishing mark is hatred of God and of the Saints. He is not to be confounded with the "little horn" of Dan. 8.--a prophecy fulfilled in Antiochus Epiphanes. (See Scofield "Daniel 8:9") . In Rev. 13, additional particulars of the "little horn" of Dan. 7. are given. See Scofield "Revelation 13:1".

Silver & Brass Kingdoms
The eighth chapter gives details concerning the second and third world-kingdoms: the silver and brass kingdoms of Daniel 2; the bear and leopard kingdoms of Daniel 7, viz., the Medo-Persian and Macedonian kingdoms of history. At the time of this vision (Daniel 8:1) the first monarchy was nearing its end. Belshazzar was the last king of that monarchy.

The truth and certain fulfilling of all the prophetic visions, The Holy Spirit, and the bride, the church, invite, and say, Come.
The Lord Jesus spake by the angel, solemnly confirming the contents of this book, particularly of this last vision. He is the Lord God faithful and true. Also by his messengers; the holy angels showed them to holy men of God. They are things that must shortly be done; Christ will come quickly, and put all things out of doubt. And by the integrity of that angel who had been the apostle's interpreter. He refused to accept religious worship from John, and reproved him for offering it.
This presents another testimony against idolatrous worship of saints and angels. God calls every one to witness to the declarations here made. This book, thus kept open, will have effect upon men; the filthy and unjust will be more so, but it will confirm, strengthen, and further sanctify those who are upright with God.
Never let us think that a dead or disobedient faith will save us, for the First and the Last has declared that those alone are blessed who do his commandments. It is a book that shuts out form heaven all wicked and unrighteous persons, particularly those who love and make lies, therefore cannot itself be a lie. There is no middle place or condition.
Jesus, who is the Spirit of prophecy, has given his churches this morning-light of prophecy, to assure them of the light of the perfect day approaching. All is confirmed by an open and general invitation to mankind, to come and partake freely of the promises and of the privileges of the gospel.

Introduction:
Previously we studied a fabulous dream given to King Nebuchadnezzar. In our study of Daniel this lesson, we have another dream, but one that was given directly to Daniel. Just like Nebuchadnezzar last week, Daniel is extremely troubled by his dream - particularly the part about the terrifying carnivore beast with huge iron teeth. Let's keep our eyes open now for danger!
I. The Dream
A. Read Daniel 7:1.
Why would Daniel write down his dream?
(He did not want to be like Nebuchadnezzar, and forget his dream! Seriously, this tells us two things. First, Daniel thought his dream was important. Second, we can have confidence that we have a correct and accurate statement of his dream.)
B. Read Daniel 7:2-3.
Imagine yourself standing in this picture. Are you in a storm? What do you think is meant by "the four winds of heaven" which "churn up the great sea?"
(If you were in a boat, you should head for shore! It seems like a big storm. The four winds of heaven sound like the four directions of the compass.)
- Read Revelation 17:15.
What insight do we get about the meaning of the sea?
(The picture we get from Daniel 7:2-3, it would seem, is that the people of the world are in turmoil, upheaval, and out of these "stormy waters" come four great beasts.)
C. Read Daniel 7:4-7.
Have we studied anything in the book of Daniel so far that seems even remotely similar?
(Yes, previously in Daniel 2 we saw the sweep of history prophesied in the dream of the image. It represented four great kingdoms: Babylon, Medo-Persia, Greece and Rome which arose and fell in succession.)
D. Let's read through the end of this dream.
Read Daniel 7:8-14. If this is a statement of the history of the world and final judgment, as I think it is, how do you feel about it?
(Just like in the dream of Daniel 2, God has a judgment. God and His people win. God triumphs in the history of humans.)
1. What two activities of God does this dream reveal?
(Verses 9-10 show that God sets up a judgment in heaven and verses 11-14 show the destruction of earthly powers and the coronation of Jesus ("son of man"-Matthew 17:22)

2. When does the judgment appear to begin?
(It appears to take place before the end of time when the "little horn" is still around.)
II. The Meaning of the Dream
A. Let's stop for just a minute.
What, in general, do Daniel 2 (from the previous study) and Daniel 7 teach us?
(God is in charge of kings, kingdoms and the sweep of history. There is a universal struggle between good and evil. God has a coming judgment. In the meantime, God partners with faithful humans to reveal the future defeat of evil.)
B. Read Daniel 7:15-16.
How does Daniel's reaction to the dream compare to yours? How does it compare to Nebuchadnezzar's reaction last week?
(Daniel is troubled by the dream. He wants to know what it means.)
1. Why do you think Daniel is troubled?
2. Who is this person whom Daniel approaches in verse 16?
(The last part of Daniel's vision has him observing what is going on in heaven. The reasonable conclusion is that Daniel steps over to a heavenly being and asks for help in interpreting the dream.)
C. Read Daniel 7:17-18.
We have this interpretation directly from heaven. What is the interpretation of the four beasts?
(These are world powers that arise in succession. Thus, we can clearly see that this is the same series of world powers that were revealed in Daniel 2: Babylon, Medo-Persia, Greece, Rome.)
- Do you think that Daniel had the same general idea about the meaning of the dream?
The saints win!
(Daniel would have no reason to be troubled by what he had known since he was a young man (Daniel 2.) Instead, what troubles Daniel, and what we will spend most of the rest of our time considering, is the new information about the fourth beast.)D. Read Daniel 7:19-20.
What is different about this fourth beast?
(For one thing it is terrifying. However, all of the beasts seem pretty scary to me. The main difference is the horns. Daniel 7:7 makes the point about being different and specifically notes the horns.)
- What is special about this one horn?
(It seems to be identified with a person. Notice that with the first three beasts, Babylon (Daniel 7:4) is described with "man-like" characteristics. Since we have been studying that Nebuchadnezzar was its most prominent ruler, this seems to be a reference to him. The other beasts, however, come across as world powers without the identity of a prominent person. The horn, like Babylon, but unlike the other beasts, is described with "man-like" traits.)
E. Read Daniel 7:21-22.
What else do we learn about this little horn?
(That it persecutes Christians and is "defeating" them. Its victories over the saints comes to an end with the judgment of God. Compare Daniel 7:8-11.)
F. Read Daniel 7:23-25."
The heavenly interpreter says that the horns are ten kings. How does this compare with Nebuchadnezzar's dream of the image?
(It fits perfectly. No world kingdom dominates after Rome. Instead, the Ramman Empire changes into feet and toes (you probably have ten of them - like the ten horns) that are mixed iron and clay. Thus, we see that after the Roman Empire we have nations that are weak (clay) and strong (iron), but none rule the world. Compare Daniel 2:40-43.)
III. Examination of the "Little Horn"
IV. Next: Daniel 8.
A. When does the "little horn" that looks like a man arise?
(It arises after the break-up of the Roman Empire into the ten kingdoms. Daniel 7:24 says it arises "after" "the ten kings who will come from this [Roman] kingdom.")
1. How long is this "little horn" in power?
(We have two statements about time. It is in power until the time of the heavenly judgment (Daniel 7:8-9, 26) and it is in power "a time, times and half a time." Daniel 7:25.)
2. A popular teaching is that the "little horn" is a minor Seleucide King named Antiochus Ephiphanes who ruled eleven years from 175-164 B.C.
Antiochus came to power after the death of Alexander the Great at the end of the Empire of Greece. (See, Goldstein, Graffiti in the Holy of Holies, p.39-42.)
- Does Antiochus Ephiphanes fit the description of the little horn?
(No. The timing is all wrong. Antiochus came to power before, not after, the Roman Empire. The Treasury of Scripture Knowledge recites that the ten kingdoms into which the western Roman Empire was divided were set up between 356 A.D and 526 A.D. Thus, Antiochus is more than 500 years too soon to fit this prophecy. In addition, his eleven-year rule hardly seems to stretch to the time of the final judgment.)
B. According to Daniel 7:25 this little horn tries to change the "set times and laws."
What do you think that means?
(Compare Daniel 2:19-21. Changing times and seasons is the prerogative of God. Thus, this horn, with its persecution of the saints, and its claim to God's prerogatives, seems to be a quasi- religious power that claims the authority of God.)
- When you think of a time that God has set as a law, what comes to mind?
(What comes to my mind is Exodus 20:8-11
- the command for Sabbath worship.)
C. Based on the clues we have so far, what do you think the "little horn" represents?
(There is disagreement among commentators on this, but I believe the evidence points very clearly to Papal Rome. It arose after Pagan Rome was breaking up, it was different than the other kings in that its claim to religious power was greater than its claim to secular authority. It is identified with a man - Papal Rome is identified with the Pope. Papal Rome has a very sad period during the Middle Ages when it persecuted those who disagreed with it. Two commentaries that I read conclude that the "little horn" is at least Papal Rome.

- The New Bible Commentary seems to point to Papal Rome, without specifically identifying it.
Some of the most prominent religious liberty cases were in the defense of Catholics. We can admire how the Catholic Church stands strong against abortion and other evil. However, we must conclude that these texts point to historical Papal Rome.)
- . Is it possible that these texts point to a different power?
(Bible students differ, but Matthew Henry has a very important insight on this. He points out that prophecies often have more than one fulfillment. One concern of mine is that Daniel 7:25-27 describes a sequence in which the "little horn" is destroyed and the saints rule. This creates a timing issue (timing is discussed next). Perhaps it is possible that while Papal Rome is one fulfillment of this prophecy, there will be another "Horn-King" who will fulfill the prediction of the anti-Christ who will be alive at the Second Coming of Jesus.)
D. Let's see if we can get a fix on the timing of this "little horn."
Daniel 7:25 refers to "times" in connection with the rule of the "little horn." What are "times?"
(To better understand this, look at Daniel 4:16 and 25. When Nebuchadnezzar was told that "seven times" would pass over him, this meant seven years. Thus, "time, times and half a time" reasonably refers to three and one half years.)
- Are these 3.5 years literal or symbolic?
(The other time reference we are given - the "little horn" being in power until the time of the judgment - certainly seems to require more than a literal 3.5 years. The Treasury of Scripture Knowledge points us to the "year-day" principle of prophecy. It translates 3.5 years to 1,260 days and concludes that this represents 1,260 years.)
- Have you seen a 1,260 day/year period of time referred to elsewhere in the Bible?
(Yes. Revelation 11:3 and 12:6 both refer to this same period of time. Revelation 13:5 also refers to "forty-two months" (which is 1,260 days).)
E. Read Daniel 7:26.
What activity comes at the end of this 1,260 year period?
F. Read Daniel 7:27.(The "court will sit." A judicial session begins. This is the court session that is more completely described in Daniel 7:9-10.)
What happens at the end of this judicial session?
(All the powers of the world are handed over to the saints. God brings in His "everlasting kingdom." This points to the Second Coming of Jesus!)
G. Here, we have a "map of time" that brings us to the end of the world as we know it.
Are you encouraged that God is in control? Will you determine to be a part of His Kingdom?

Introduction:
How important are opinion polls? If you agree with the majority, it gives you some comfort that you are right and the rest of the world is basically "right thinking." On the other hand, if you are in the minority you think, "What is wrong with those people?" I doubt that many people who have formed a strong opinion on a subject are swayed by opinion polls showing that the majority disagree. This lesson we are going to be in the minority: we are studying and arguing what is a minority position today on Daniel 7 and 8.I. Daniel 7 and the "Little Horn"
A. In a previous study we considered the beasts of Daniel 7
(Daniel 7:4-7, Lesson 4), Did the beasts seem similar to anything we had previously seen in the book of Daniel?
(Yes. In Daniel 2 we saw the sweep of history prophesied in the dream of the image. It represented four great kingdoms: Babylon, Medo-Persia, Greece and Rome which arose and fell in succession. We thought the beasts of Daniel 7 represented the same world empires we saw in Daniel 2.)
1. Read through the end of this dream. Read Daniel 7:8-14. If this is a statement of the history of the world and final judgment, as I think it is, how do you feel about it?

Try the Spirits and see if they are of God! As is often my wont I generally listen to the Old Time Christian Radio on Radio365. The last few evenings something simply didn't sound right. I found myself wondering, --- as I worked on my own Bible Study, --- if the management of Old Christian Radio may have changed. It went on that way for more than a week before I decided "Enough is enough!" I simply didn't like the tone, beat, etc. that was being presented on Radio365. I decided to see if they might have another station that would play the old hymns I love so well. Hymns which I can mouth the words and it plays – all from memories going back to my early childhood. I simply do not care fore the contemporary music we hear so prevalent today. To my surprise when I brought up Radio365 and opened to "My Favorites" it was discovered that somehow a computer glitch had loaded another station. I generally do not look at the Icon for 365 and paid not attention prior to that occasion. I was indeed somewhat embarrassed to know that it too0k me so long to discover the error.It is the same way with false teachers, or prophets – one can be drug into a doctrine or teaching unaware of the slight changes and falsities that come one's way. I shall complete this series of studies before I decide if indeed our teacher may be a false prophet! If indeed Bruce Cameron is closely knitted to the 7 Day Adventist Cult. . . if it turns out that he is, I shall have to admit that my mind is slipping and I've been fooled, or made the fool.

III. Daniel 8 and the "Little Horn."
A. Read Daniel 8:9-12 and Daniel 8:23-25.
Do you think the horn of Daniel 8 is the same as the little horn of Daniel 7?
1. To refresh your memory, scan Daniel 7:8; 7:11-12; 7:20-25 to compare the little horns of Daniel 7 and Daniel 8. What reasons would you think they would be the same?
(They are both horns with human characteristics. They both oppose God. They both oppose God's people. They are both destroyed by God.)
2. What reasons might you think these two horns are different?
(The horn of Daniel 8 is described as attacking the sanctuary - whereas this is not mentioned about the horn of Daniel 7.)
B. What is the timing of the arrival of the little horn of Daniel 8?
(While the horn of Daniel 7 clearly arises out of (after) the fourth beast (Rome), the horn of Daniel 8 arises out of (after) the goat (Daniel 8:8-9).
- What does the goat represent? (Read Daniel 8: 21-23. The goat is Greece and the little horn arises from Greece.)
C. Is the timing wrong for Antiochus to be the horn of Daniel 8:9?
(The timing of Antiochus fits a lot better in Daniel 8. He came out of the fragmented Grecian Empire (which was the reason he could not be the "little horn" of Daniel 7 - it came out of the fragmented Roman Empire).)
D. Do you see the basis for the conflict?
- If the little horns of Daniel 7 and Daniel 8 are the same, the "little horn = Antiochus crowd" arrives at its view by reading their interpretation of Daniel 8 back into the little horn of Daniel 7. The "little horn = papal Rome crowd" (of which I am a part) reads their interpretation of the little horn of Daniel 7 into Daniel 8.) (For an explanation of why I think the "little horn" of Daniel 7 is papal Rome, read Lesson 4 of this series which covers much of this same material.)
IV. Settling the Conflict
A. If you agree
. . . agree that the "little horn" is the same power in Daniel 7 and Daniel 8, then what reason do you have for thinking that it is not Antiochus? An argument based simply on the timing question seems difficult to make, because when it comes to timing, their argument seems as good as ours.
B. Let's review again Daniel 8:9-12.
Consider the rest of the description of this horn. Does it better match pagan and papal Rome or Antiochus? (The description of the power of this horn meets or exceeds the description of the power of the ram and the goat. For example, the ram is called (Daniel 8:4) "great" and the goat is called (Daniel 8:8) "very great." Most translations (but not the NIV) translate the description of the horn (Daniel 8:9) to be "exceedingly great" (NAS, KJV, NKJV, ASV, RSV). Since the horn is described as being greater than Medo-Persia and Greece, it hardly seems appropriate to conclude the 11 year rule of Antiochus, a minor Seleucid king, is comparable to the Persian and the Greek empires! On the other hand, the Roman empire (in both its pagan and papal phase, is clearly comparable to the Persian and Greek empires.)
1. Did Rome (Daniel 8:11) bring low the sanctuary? (The Romans destroyed God's temple in 70 A.D.. Psalms 79:1 refers to the first destruction of Jerusalem and the temple as "defiling" the temple.)
2. Did Rome (Daniel 8:10) reach to heaven, throw part of heaven's citizens to the ground and trample on them?
V. Gabriel on the Little Horn Issue
A. Read Daniel 8:23-25.
We now turn to Gabriel's further explanation of the horn part of the dream for Daniel. Who is the Prince of princes referred to in verse 25? (It must be Jesus.)
1. Did Rome take a stand against Jesus?
2. How does this fit the reference in Daniel 8:10 to the horn reaching to heaven and trampling part of the starry hosts? (Rome crucified Jesus. I think this fits both the description of trampling heaven's citizens and standing against the Prince of Princes.)
B. How does the horn end?
(Daniel 8:25 tells us it is destroyed by something other than human power.)
- What do you think that means? (The logical conclusion is that it is destroyed by God.)
C. One can understand the argument
The argument of those who conclude that the horn power of Daniel 8 is Antiochus Epiphanes. On the other hand, I believe Rome (in both its pagan and papal phases) fits the prophecy better. After struggling through this study, you may be saying "So what, Bruce!? Why does this apparently minor point of prophecy matter?" Next week we will discuss whether it matters and why.
